Download the updated Uplay launcher from the Uplay web page
you can get it here https://uplay.ubisoft.com
install it ... and try your game again
if it still fails to launch .. see this post , you may need to remove a reg entry due to a failed steam update in late march 2019 (it did not effect all steam users .. but some may need this )

so what was in that patch? no one knows other then yes it broke the map edit program for the steam version ,, uplay users around that week did get a title update that only added some Chinese language support ..and was a tiny update .. a few MB at most
why steam has not done a thing>? to fix it >? ..dunno ,, Ubisoft Support was made aware of the problem over a year ago ..one of my above LINKED posts proves that

and AGAIN STEAM changes many files to this game to sell it on steam, including locations of save files and INSTALL path's
some how they goofed back in march 2019 with the files they have on their system , as the default Uplay only version of the game , that i do also own does not have this problem at all
some how the steam version adds a bad entry to your system registry , that breaks the game when you install and use the map edit program .
i have owned the game on steam since its ship date in 2014 ..prior to march 2019 ..there never was any issue .. at the end of march 2019 steam users got pushed a patch Uplay only users .. never got
so from then on i use my Uplay only copy ...if i wanna use the map editor
my only guess is Ubisoft does not have access or permission from steam to modify and fix the files that steam distributes with the title on steams servers to post a correctly working version of the STEAM version of the far cry 4 map edit program that will point to the correct path's that steam uses for its version of the game
remember steam changes the files to lock you into only buying DLC from steam so they get a 30% cut of the sale of the game and DLC
for FC 4 with the steam version of the game, saves your game to
C:\ Program files X86 \ Ubisoft \ Ubisoft game launcher \savegames \ *a folder with a long series
of letters and numbers Varies from system to system* \ 856
the Uplay only version they go in

for FC 5 as an example also
Steam editions of Far Cry 5 will have their save files in the 4311 folder.
Uplay editions of Far Cry 5 will have their save files in the 1803 folder.

so yes as long as steam keeps changing the file path and save locations its up to steam to correct issues with the files they distribute i would think ?????
and yes steam has needed to fix this problem for well over a year now ..and has done nothing ..other then keep selling the game on their store
get and use Steve 64B's reg fix you will have to re run it every-time to open the map editor with a steam copy
Steam broke the map edit program back in 2019 and its version never got fixed
if you want a working map editor buy a ubi only copy of the game
my ubi only copy works fine
my steam one won't
and the point is moot anyway since the custom map server is no longer even online for far cry 4 ..its a 10 year old title ..
