watch dogs 2 is on the weeklong deal right now for 66% off, I can't say if its better or not I don't have it yet as I prefer to save up for Far Cry 5 first :p

If you must buy one of two, FarCry4 may be better, I think.
But Both have unique characteristics, likes and dislikes split in two.
So you may investigate reviews.

Far cry 4. I played watch dogs 2 on my Xbox one I didn’t really like it. Far cry 4 isn’t the best but I think it’s way better
