67°C is hot ? i hear we can play until 80°C so what is 67 compare to 80° ?
If you're not happy with your FPS on 100% GPU load this might be perfect time to upgrade your GPU
To increase fps in that particular title please disable all Nvidia Gameworks in game settings, they just doesn't work and reducing fps like hell. Or, increase resolution to put more load on your gpu.
i don't like run cpu/gpu to 100% you said it not dmg but i don,t want take the risk.
and at temp i dont want go above 65°C

Unless you use vsync or any other framerate limiter, you gpu should stay at 99%. Otherwise it's an indication the gpu is being bottlenecked by soemthing.
Nvidia PCSS soft shadows have been bugged since the release of any Nvidia driver since november 2014 .. Nvidia changed the way they work , they used to cause ghosting, it was a well documented issue on the Nvidia forums several yrs ago .
its from the Nvidia drivers .. Ubisoft fixed it in june 2015 .. but since then they are
very demanding ..and cut your FPS by up to 35 to 40 % in some cases on some configurations
set your shadows to Ultra or high to get those FPS numbers up
and Ben is exactly right .. if your GPU is reporting 99 % use .. its working normally and not bottlenecking
you want your GPU using all its power when ya game ..if it overheats .. get better cooling in your PC . safe temp on a modern GPU is fine up to 90 C
GTX 10 series cards can handle the heat , heck my GTX 960 and 1060 fans do not even turn on till it hits 60 C ... and thats totally normal .
