A tip: A chopper will also go down with a solid hit from a flaming arrow ( or two ).
Tricky indeed. One rocket blows up a chopper. But the mortars are what kills me every time.
If I climb down into the alley between the wall and a building I may have a better chance and choppers would surely not be able to fire at me, nor the mortars.
Did you find WID99's water entrance ? Be sure to try that too.
I have just been trying a number of times. I even found a underwater cave leading into the fortress. The closest I got to success was while hidden from view on the roof. Shooting out two alarms with my silenced sniper was easy. I then started knocking off one at a time then when two choppers arrived I easily took them out with an exploding arrow.
Once the heavies started climbing onto the roof that is when I died as nothing seems to kill them.
Each time I started over they seemed to climb onto the roof quicker each time, like they remember from my previous attempt.
fire arrows will also do the job
or a headshot with your sniper rifle
Then grapple down through the hole in the top and mop up the stragglers.
Success at last. I first got onto the roof unseen after shooting the two snipers then took out two alarms. I then left and walked around away from the fortress to the river then swam through the cave then climbed up the ladder into the fortress. I went into an upper room but this time was equipped with my grenade launcher. I let off a few grenades and ran to the alley between the wall and building. I stood in the centre and as someone approached at either end I blasted them, heavies included, with my grenade launcher. Two choppers arrived and my grenade launcher took care of them. The last man standing was about two meters from me and I stupidly used a granade on him almost killing myself in the process which would have meant starting all over again. Over two hours but eventual success.
look for a secret way in again ..use the side entrance on the left you'll find a cave ..take out 1 alrm .run away ... . go up on top of the mointain youll come to a grapple point .. grapple down slowly into the fort and find the ledges ,swing over on one ,take out another alarm ..snipe the baddies from the ledge up top .. slide down the rope sneak up and take out the guy by the alarm up front by the mortor .. use fire arrows and your sniper rifle to take the whole thing undetected ..no alarms

Something which confuses me. Hidden on the roof I can understand the enemy knowing I am present as soon as they find a dead body. At one stage I was taking out one person at a time but they never knew where I was and did not climb onto the roof.
After dying and restarting a few times they quickly knew where I was. How come? when I was using the bow and suppressed sniper rifle? I can only assume that if the first shot does not kill then by having to shoot again is what provides them with my location.
Alternatively, as they become alerted, then more " agitated ", you'll hear them yelling " Search the area, look everywhere, find the killer ! ". The A.I. will send enemies to canvas the entire area within the yellow zone of the fort.
If your not well hidden or moving away ( flanking or repositioning ) from their approach, they will likely find your position. Then you get them all after you.
Tip: First and foremost ~ Patience.
Scout the area first and mark as many enemies as you can with the camera. Unlike the Hunting syringe, you can permanently see their location and track their movements to avoid detection or for stealth kills. I like to use distraction to lure one at a time away from the others and kill them ( works well ). At least you can thin the ranks enough to mop up the remaining soldiers or if you've destroyed the alarms and stealth is working well, go for an undetected liberation.
