Honestly I dont have any clu withe out the error that it reports, but you could try this

with the patch applie the hot fix as well and it hopefully will work for you.
I have windows 10 64bit and got no issues what so ever.
The other thing you should try is having a look at other games see if they have any DirectX installations, this may resolve your issue as it sounds like you might be missing some parts of an older verion of DirectX

I was having this problem too. I changed my screen resolution to its lowest setting and its solved the problem for me. I am using a 32" HD LCD TV. Hope it helps. I am using windows 8.1 btw.
P.S this trick worked for both STEAM and GOG versions.
P.P.S I have not used any of the hot fixes.
Game works as advertised not a STEAM issue.

So, initaly, when launching TA through Steam, I kept getting the error: Environment initialization failed! Check your DirectX
On a whim, located the install folder for TA and launched the game directly by running TotalA.exe.
The game started perfectly. And since this first successful launch, I am now able to launch TA from Steam. So, in my case, it was a glitch between Steam and TA.

Then i just went on PROPERTIES on the .exe file and to the COMPATIBILITY task.
now 'Run this program in compatibility mode for' WinXP.
DirectX problem solved
I Have tried this and it didn't seem to work for me, it still gives me the directx error
EDIT: furthermore once you've set a resolution (in my case a lower more sane resolution) then even launched from stream works. try it!
