Environmental Initialization Failed. Check DirectX Setup

I keep getting this error when I try opening the game. I already checked my DirectX setup and it's all up do date, I keep trying to look this issue up and nothing is working. If anyone knows how to fix this issue, please help. Thank you for reading.
