However go into multiplayer and select TCP/ip and start a game, The other player will join that game in the games list.
If all else fails you could try IPX but you need to install it to windows first (ipx not the game, it's a network protocol.)
Tcp/ip works best however.
Alternatively, you can download GameRanger and you can easily host a game that way. Seriously, download it, install it, and hit host game. It should detect any compatible games on your system.
Or you can install the Total Annihilation Forever client. It's a client with its own servers and ability to host TA games. Even has a chat lobby for everyone on at the time.
