More details....
** if I run the game from steam launcher with -d
or
from the .exe with the popup from the community patch and check the windowed mode box
the game does run with normal colors but only in a tiny left top corner of my screeen
*it does not matter what resolution I set the game to launch at... or what resolution I set the launcher from the patch to launch at... it will always be the same size small corner..
-> the only thing increasing that corners size is downscaling my screens actual resolution.... making it obvious the size of that windows is a the absolute lowered 400x200ish setting possible..

if I run the game normally from steam
OR
from the community patch launcher with windowed mode off...
it will run the game full screen.. and with the 1440p for the community patch and 1600x1200 for the steam launcher...
but : it will be only in monocrome black & white.. no color whatsoever...
please help me fix this issue..

You really didn't think that THAT is a thing I didn't do yet?
cept windows.. as windows 7 does not get more updates.
I have pretty much tweaked every possible setting I could imagine...
-> as said it worked before... no idea why it does no longer...
reversing windows updates and gpu drivers, reactivating legacy game drivers, manually installing the classic direct x version this game needs .... it all did not work..

I've had to run TA through DXWnd to get it to work properly
I remember when i had a picture slideshow on my desktop, When it changed picture the screen in TA would mess up badly.
Try using 1920 x 1080 desktop res and game res.
Also any change in dpi settings or changing from 16 bit colour to 32 bit etc could affect it too, basically you want a standard visual environment for TA to run in.
if I run fullscreen it will remain black & white and in 640p
if I run windowed with patch 3.1 it will run in a corner of the screen.... and at 400p but at least be in color...
I have not yet tried virtual machines...
-it seemed to work fine before.. with the patch that is...
no idea why it does not longer...
