With the upgrade to the Ulimtate edition (see community posts for post from developer who did the port), highest graphics settings and XBOX360 Controller both work fine for me!

The port was made by CD Projekt Black, an arm of CD Projekt Red, hence why the game runs badly, because it was outsourced.

Controllers used to work for me, until they didn't. I figured out that I had to run the game in compatibility mode for windows 7. I also checked the run in admin mode box too, if that helps.

on top of that what also helped for me is having only 1 controller connected at a time

These issues have been know about for ages OP. Plus this came out in 2010 and your expecting 60 FPS!? That was a good joke oh boy lol I almost choked on my pepsi!

No 60 FPS "OPTION" or FPS slider is what i should have said. lol I didnt mean out of the box it should be 144 lol or 60 fps

But in this day in age, EVERY PC game (port or not) should have a VSYNC and FPS slider

That's just the thing, this game is more than 10 years old, and ported rather badly to PC from the Xbox 360 (or PS3), there are plenty of unobtainable achievements, such as one to have a save file from disney's previous racing game (that is, the one before this one, Split/Second), Pure. I wish we could still get that game legally, or at least through a semi-legitimate emulator (meaning, I know emulators by themselves are legal, though usually the files they run are obtained from illegal sources, though they can still be acquired legally, though not without a certain amount of time invested into finding a seller or retailer).

Bottom line, don't expect a caveman to build you a starship.
