What happens? Do you receive any error message?
Try this:
1) Start Steam
2) Open Windows explorer and navigate to the installation folder for CC - this is usually something like C:\Program Files (x86)\Steam\steamapps\common\Close Combat - Gateway to Caen.
3) Right click CCE.EXE and choose 'Run as Administrator.'
If this does not work, and you do not see any CC error message, there is probably something else in your system that is preventing the game from running properly. And as I said, I would focus on things that have changed about your system since the game was last running.

I am having the same error message in the start up "steam cliennt could not be started" it says. Steam runs in the background I can not understand what is going on?
I've updated steam and everyting else. Please help. Thank you
Are you starting the game from Steam or from the Windows Explorer? You might try running CCE.EXE from the game install folder to see if it works when you start it directly. Just make sure Steam is running already. The default install folder is:
C:\Program Files (x86)\Steam\steamapps\common\Close Combat - Gateway to Caen\
I can't really comment on Panzer Corps or Command, sorry. They're not really my area.
