The strategic layer in Gateway to Caen is substantially different than the old CC2 campaign layer, yes. You give orders to your battle groups on the strategic map and this determines what maps you will be fighting on, and what forces are fighting there. You can right click on your battle group icons to give them orders on the strategic map.
You can also play single battles without bothering with the strategic map. Select 'Battles' on the left side of the Command Screen, then set your options and click 'Play.'
You can make your own battles in the scenario editor by just dropping two battle groups onto the map you want to fight on, setting your scenario options, and saving the battle.
