Work around for gwen tapestry bug?

I have two GW accounts. On my alt account I have gwens tapestry in storage. If I give that tapestry to a character on my main account can I do the eye of the north quest that requires it? My characters that I want to take out of pre-searing have all done that Team up quest that bugs it. I have pissed away so many flowers, only to NOT get the tapestry. All my character slots are taken up, so I would have to delete one to remake a character. Rather not do that. The characters I want to take out of pre are lvl 14 and 15 btw, and took awhile to get there in pre. I do have other characters on the same account in pre that have not done the quest, although it is in the quest book. I could get the tapestry with one of them, give it to my alt account and then back to my main. Would this work? Don't know if it is an account wide bug or character specific. Thanks.

You need to give all of the items, flute, flowers and the cape to get the tapestry

Usually I give her a Red Iris, then the flute, then the cape, then another Iris or two. At that point she gives you the tapestry.

As far as I know, the tapestry shreds are stackable and tradeable so you should be able to pass them along to the required characters.
