I had a different work around. It's still in the compatibility tab, but under 'Change high DPI settings'. Then I checked both boxes and the game screen is properly set. Using Windows 10.
Edit: After doing that the game is still not centered properly. However, going into the root directory of the game and checking the data folder, I looked into the config settings. My resolution settings is not the same as in the game. So I changed it into w="1920" h="1080" and now the display is correct when I run it. Hope this helps for some people.
1) Right-click the shortcut or the "launcher.exe" file and choose properties.
2) Under compatibility tab, click the button labeled "Change high DPI settings".
3) Tick the first box under the Program DPI section, and change the dropdown to say "I open this program".
4) Tick the box in the "High DPI scaling override" section and change the drop down to Application.
This has worked for me and other games such as C9, and Tree of Savior. I have two monitors so for me the problem manifests as 2/3 of the game is on my main monitor, and the rest is extended below and some of it to my other monitor.
I don't know exactly why this happens... it could be that I have ultra wide 21:9 monitors (2560x1080)... but I bet it's because my windows resolution settings under Display > Scale and layout > "Change the size of text, apps and other items" is set to 125% as 100% everything is tiny!
Thanks, still follow this bug and tried everything, this was the only solution that worked for me. In case even that doesn't work for someone, try setting the 720p resolution, it won't look so good but it was the only resolution that worked well for me.
Hold Alt and press Enter. The Windows shortcut key for switching between Fullscree and Windowed mode it will recenter the screen.
System>Display> reset scale and layout to 100%
