My problem is not getting pegged in the face with an arrow.

The best window is after he shoots the second time.

I just beat him on No-Roll mode. I started by moving to the left while he moves to the right and shoots horizontally at me, which I blocked by shooting. After grabbing the arrow quickly, I moved up, trying to avoid being parallel with him. To dodge his second shot, I would keep moving up, and then double back down a bit right when he shoots, since he tracks ahead of your position slightly. Right after that, just charge up a shot, wait for him to split, and hit him.

This took me at least a dozen tries after finding this strategy, because with No-Roll, if you miss that opening, you're pretty much dead.
