Issues with new update and lag/fps drop

This was happening with me a bit before this update but now frequently when an enemy gets close and i shoot, the game freezes for a second. I can't tell if this is lag or fps drop but I have a pretty strong computer, so I am assuming its a bug. My specs:
AMD Phenom II x6 2.7 GHz
8 gigs RAM
2 GB AMD 6870 graphics card

It does feel like there is a bit of a stutter when I kill enemies sometimes, but I don't know if I'm imagining things or not. 1920x1080 with whatever the last AA setting is, shadows + vsync on (vsync off looks choppy?).

16GB 1600MHz DDR3

Hey, please try the new version and let me know if its any better. Also, turning off the image effects in the settings sometimes can help

You mean it wasn't before but is after today's V0.24 upate?

I updated and tried this version for like 20 minutes. It was still hapenning but less than it did in the last update.

Is there any fix for this? It works fine on some of my PCs and not on others.

Interestingly it runs perfectly with no frame drops on a really low spec PC with intergated graphics, but then has this frame drop issue on a PC which arguably should absolutely fly running a game like this
