I think an exact value is better than a % because of the small amount of resources mined, +10 looks a lot better and less "confusing" than 100%. Now, if it was like 24500 mined normally, 75% would look better than just some number.
Are the things gathered considered minerals or resources?
People probably get confused because they think it doesn't need the mining skill, yet it does. This is most likely because of the word mining in the 4 arms skill. To get rid of a lot of confusion, it would be best to word it something like "better gathering" or "increased minerals". Another thing is to use the word "miner", so it tells them it makes their miners better.
My suggestions would be "4 Arms: Miner Bonus +10" or "4 Arms: Minerals Mined+10" "4 Arms: Resource Rate +10"

Before, people didn't understand what the "4 arms.." do, and they just never use it.
With this last version, I receive message from several people asking me why with the "4 arms" they can't mine (include a journalist and a steam negative opinion...)
I'm going to try some of your suggestions and see what people understand.
(start with "4 Arms: Resource Rate +10")
and make Mine -> Miner.
(I may also modify the error message when the player click on the resource, "can't do that" "not a Miner")
I really hope it will work ! (I'm spending too much time on this small things..)
You also don't necessarily have to put a large description into it, since laser eyes doesnt say anything like "Laser Eyes: Shoots nearby enemies".
