That can be interpreted as "We asked NWC when we acquired them to get it, this is what they gave us", which is honestly quite believable, as NWC got dissolved/absorbed then.

If you are talking about steam releasing a complete version of the game, there wouldn't be steamworks multiplayer. If you want steamworks multiplayer, there wouldn't be the complete version (expansions source code not available for such remake).
It would be nice if they gave us these 2 options by adding Original heroes 3 complete in a bundle with Heroes 3 HD. It would be the clever thing to do if they want every one to invest in this.
You can disagree with valve if this is truly part of your library or not. They make the rules, not me :) They are the ones that enabled "Add non-steam games to my library".
But it will display as you "playing Heroes 3" when you play it.
