HD Edition team (DotEmu):
Whereas patches came sort of frequently right after release, there hasn't been any patches released by HD Edition team (DotEmu) since then. This suggests that Ubisoft have not paid them to do any further development and it would seem unlikely for them to suddenly do so.
HD Mod author (baratorch):
Has his own very successful and popular mod for Heroes 3 Complete and HotA already. Has never shown any interest in HD Edition and with HD Edition being generally disliked in the H3 community it seems quite unlikely he would ever prioritize it over what he is already successfully doing.
HotA team:
Same as baratorch.
While the people you suggest are unlikely to be the ones to do it, most of H3 Complete would actually not be that hard for someone to implement. A big roadblock however is that there are no HD graphics for any of the missing content.
The main problem is that there is just a general lack of interest for and dislike of HD Edition in the Heroes3 community, if there wasn't then HD Edition would already be much further ahead with more expansion features implemented in the same fashion as the re-visit feature of h3mtool/HDE Mod usually missing from HD Edition/RoE:

I kinda like the HD Edition myself. Especially how easy it is to play against your Steam friends online. The upgraded graphics I could probably live without.
But one could hope that the HD+ and HotA team continue to develop at least then, and maybe integrate online support one day. Without the need for third party software like Hamachi etc. that is.
And yeah, the HDE Mod is a great effort, thanks for that. :-) It's just too bad about the missing content.
Actually, you are wrong.
The Age of Empires II HD mod did not redraw a single sprite, so pretty much everything with the exception of fire effects and water looks the same as it did in 1998. Just higher resolutions and widescreen support added.
What you get for the money in addition to that are new campaigns and civs and units, however take note that the new campaigns lack the introductory artwork slides, and for The Forgotten also lack any voice acting whatsoever.
Well, you might be right about the additional content in the AoE HD edition. I don't know really. However, that wasn't my point..
The Forgotten was initially made as a mod. Just as Counter-Strike. Just the same as HotA. It was then brought in as a real expansion, which is what I'm suggesting for Ubisoft and the Heroes3 HD team. Make money off the awesome content the HotA and HD+ team have created.
And.. That same team, who made The Forgotten that is, actually also released a second expansion just a few days ago. The African Tribes. Which is exclusive to the HD edition. And has voice acting.
