When people say that there is 'content missing' or that this is a 'stripped down version', what they mean is it isn't the Complete Edition (which contains the base game and all the expansions.) This is because the source code has been lost for the expansions, which Ubisoft cite as the reason why they can't release HD content of the expansions. FYI copy of game does not equal source code. They are two very different things.
If you want the original, Complete Edition with all of the expansions, your best bet is GOG. There are 'HD-like' mods for it. Alternatively, some modders have done great work bringing some of the content from the missing expansions into the HD version here on steam.
