What is the weakest town?
In your opinion? I think Inferno is the weakest, because they have a really useless special building that only works if there's more inferno towns on the map; imps suck too little mana to be useful for that ability, magogs can kill your own guys, the efreeti fire shield is quite weak, demons and horned demons have no special ability, and cerberi really suffer when they are cursed.

Also I usually see inferno AI players get crushed easily when playing skirmishes by other AI towns.

On the competitive scene people generally say Tower is the weakest, but many also claim that Fortress is very weak, too. The strongest by far was Necropolis, followed by Conflux.

Mods like HotA significantly rebalance the whole game and actually does a really good job at fixing this.

I dislike Inferno as well, but they are not weak. Early Efreeti in particular are insanely dangerous.

Why would you say tower is weak? They have lvl 1 and lvl 7 shooters, lvl 2 flier, lvl 3 creature that may be slow but very hard to damage with spells, lvl 4 shooter that makes your spells cost less, lvl 5 flier that can cast spells on your guys, lvl 6 no enemy retaliation, lvl 5 mage guild with +1 spell library, artifact merchant, heroes generally start out with more knowledge than others etc.

Also, lvl 7 building is ridiculously cheap to build (5k gold)

I imagine its likely due to the seriously low speed tower units have, making them unable to get what is likely the decisive first action, while sure they can cast a crap ton of spells, they usually dont get to cast the first spell, which can make all the difference.

True, but that's one disadvantage vs. many advantages. And in general, the quality of a spell is more important than when it is cast, imho. Tower is very strong.
