How to complete Level 94?
I picked up all the eggs. Kill everyone on the map.
And I can't climb those ladders that hang in the air
did I miss something or is it a bug?

There's a ladder piece just outside the house on a hill outside that with the various people you encounter standing outside. You should be able to look at where the ladder would come down all the way and interact to place the piece, and again to climb up it. Took me a bit to figure out how to place it, lol.

Other than the eggs the only thing I did was landmine the creepy guy at the middle question mark, but I assume that's optional.

Yes, the ladder piece will spawn outside on the little table once you've collected the eggs.
