Report a translation problem
Under Settings, then Player Assists, make sure the Automatic Set Manual Junctions is set to Off. Otherwise the game will change them for you.
I finished the scenario you referred to without any issues with the track switches.
But it seems in this scenario that you might end up having problems if you cannot control the switches yourself, as the game will make you have to do through a track that is blocked by other carriages. So you need to go around that track, by using the switches. If you cannot control the switches, you will get stuck there. So I will recommend you turn it off for those scenarios where you are having problems and turn it on otherwise.
You can turn it on and off while in a scenario.
Remember to Apply changes in the menu when you have done them. Either press E or the Apply button in the bottom left corner.

If you don't have permission to edit the files in the folder where save games and settings are stored, that could also explain your problems.
#5: Run the Game as an Administrator
Locate the installation folder and open it.
Open the "WindowsNoEditor" folder.
Right-click "TS2Prototype-Win64-Shipping.exe", go to Properties>Compatibility
Tick "Run this program as an administrator" and click Apply
When opening "WindowsNoEditor", there is only TS2Prototype which is not an .exe file. And so, no Properties>Compatibility either.
The .exe file in the folder is called TrainSimWorld.exe or if you don't have file extensions showing, it will just show as TrainSimWorld. It's the file where the icon is a white "5" on a red background. I think their description was made for one of the older versions.
Regarding your save issue, consider looking at the other suggestions in the link. As your antivirus and what else is mentioned in there.
I haven't had any issues like that with any of the Train Sim World games and whatever the different is, might be something in your setup. And remember that not all games work the same, so while some games might work fine, others can have problems.
