Which tbf is lazy, You can achieve the same changes by simply editing the GameUserUsettings.ini in previous titles and increase the shadow LOD and shadow density that way.
Increasing the shadow LOD will decrease the FPS. The improved track shadows uses a different way of doing it which does not affect FPS. It's not simply editing the .ini file.
I'm still actually quite surprised that Dovetail didn't use the 12 months between now and TSW4's release to migrate the next title from UE4 to UE5 which has significant optimisation fixes over UE4 builds.
I can't see stutters ever being fixed whilst they're utilising UE4 though, They can mitigate them to a point but it won't ever fully fix them until they move to a more modern engine.
Well, there is more to it than just shadows. But, yes, I wish they could just patch the existing game instead of releasing new versions.
