Why does it keep harping about driving under the speed limit?
Even 1 km/hr under and I get yelled at for "Driving under the speed limit." Shouldn't there be a window of a couple of km/hr?

To my understanding, the speed limits on railways are rather strict. That's why it's up to the driver to leave a little bit of a buffer by driving ~5 km/h under the limit (in Germany, for example). What one YouTuber told in a video (a real world train driver from UK) was that the modern trains record the speeds and the company will check those and know if the driver has driven over the limit and take action if necessary. I'm sure someone will correct me if I'm mistaken.

There are many reasons for speed restrictions based upon the fact that, at rush hour at least, you will have hundreds of passengers in the coaches both sitting and standing.

The speed restrictions are based upon the track circumstances at each point in the route such as curves, points, age of the steel rails, the condition of the track bedding, etc., etc..

Over-speed can kill such as a derail on points or overturning on a tight curve. As we have seen in the past, when this involves trains, many lives are lost and even more are permanently scarred.

Any simulation worth its title would make getting the passengers home safely as their first and only priority, the same as the vast majority of past and present drivers/engineers on the railway/railroad today.

Actually you could find out what over-speeding does by going Settings-->HUD and Gameplay---->Disable Junction derail ----->OFF; the same as I play.

If you are talking about the message that keeps popping up at the upper right corner, that's just the action points. The games telling you you got 30 action points for driving below the speed limit. It's not telling you off or yelling at you.

Wheel slip can also cause "speeding", i.e. the wheels lose grip and suddenly rotate at a high speed. I'd rather not be punished for that, because I wasn't really speeding.

Heres an idea, upload a screenshot showing what you are talking about.
The route you're on, the train you're driving, and what timetable service or scenario.
A lot of good answers have been given here and all are valid but it would be of much help if we knew what you were 'being yelled at' for.

Simply stating you're being yelled at is not much to go on for anyone to help you.

If you drive with speed control (AFB in Germany) you set it normally to 120 if your track and train speed is 120.

In Germany trains have a data recorder since the 90's with introducing the PZB type "I 60R" (or earlier with LZB) and it records for example speed, brake pipe pressure, recognised Indusi / PZB magnets, use of the PZB toggles (aware, free, command) and other parameters.

Clearly the term "under" seems to be escaping people. I realise that going over the limit is an issue. What I am talking about is getting hit for action points for being like 1 km/hr under the current limit. But actually I also see the driving under the speed limit penalty warning even at the required speed. Not a big deal, but it's an irritating bug.

No, it's not escaping anyone! It's not bugged to the point that you don't get the AP points as you should always get them. As far as I know, no one has reported A bug as it pertains to AP points not being given due to being under the speed limit, Yes the metal awards silver, Gold, and Platinum, they are a bit bugged and have been for some time, for whatever reason the points are not being counted/calculated properly by the game.

And as long as you stay under the posted limit, by at least 5Kmh/Mph will give you 30 AP, At the speed limit or just over you get 15 AP, use the safety systems, Sifa, PZB learn these and you will get points if that is what you're looking for, I have not monitored the AP points in a Very long time, I do what I need to, to drive safely, If I get platinum great if I get gold great.

Each route and service be it timetable or scenario is different. Also as "Echo Kilo" stated, in Germany, engineers "MUST" driver 5Kmh Minimum and if I'm not mistaken it is closer to 7Kmh below the posted track speed. UK is very similar, you would need to do some research.

It's not a bug, but simple information about your score. You can turn it off in Settings / Accessibility / Show Score. Set it to Hide.

It's not a bug, but simple information about your score. You can turn it off in Settings / Accessibility / Show Score. Set it to Hide.

When it says driving below the speed limit it awards you 30 or 65 points every time. It's part of your Action Points or AP as it's known as.

What? 65 TSW5 started that high of an AP assignment per km/mile driven.
