Gem of Eternity

What level does a wizard need to create a gem of eternity? I know being unable to make one just like "pop" is connected to the storyline but ffs, a wizard with 10000 level can create gems that wipe thousands of monsters in a heartbeat, so why can't he make a little gem of eternity?

Maybe the Gem of Eternity have some special requirements, and not everybody can create it. After all it is a gem that can stop for a little while the Forgotten. Plus, the wizards indeed have a great power to destroy thousands of monsters, yet through that so many years they still were too weak to destroy the Forgotten or at least permanently seal her (or unsummon her away).

It has to be created specifically in a certain place, as shown in a previous game, Gemcraft Labyrinth. Quite literally, you can only "craft it" in the center of the place.

Also, as the story explains, any time a Gem of Eternity is created, any preexisting versions become mere replicas with only a fraction of the 'real' one's power. Given that the wizards absolutely need the Gem of Eternity to keep the Forgotten locked up (shenanigans at the end of Gemcraft 3 notwithstanding), the ability to make more Gems of Eternity would be regarded as a Very Bad Thing.
