This may seem idiotic, but its worth a try.
Same thing happened to me with Far Cry and the solution for that worked here as well on Win 10 Laptop. Hit Ctrl+Alt+Del for Task Manager. Go to Services and stop 'TabletInputService' before launching the game.

Bummer it is still doing that. I have windows 10 but it is an all in one desktop. If anybody finds a solution, I would love to hear it!

For me, on my all in one Dell, Windows 10, I had to right click TabletInputService to hit stop (that may be a no brainer but when I left click it, I expect it to open, which it did not! ).
