Yep, based on luck. It's hardcoded in the game 5% chance with crank-bait and 4% chance with prawns. Tried like for 1 hour without success.
It's a Unity non protected game. So, I simply decompiled and recompiled the game with modified chances for pike and caught one on the first try. (lol)
