I mean what's the story with the OST? Why couldn't the original team get the rights to it?
Chances are, if WMG owns the rights to the music, that would prevent NDS from getting permission to use the movies soundtrack as WMG is known to be quite greedy and will sit on any media on the off chance that someone is willing to pay skads of money to use some obscure track from something they own.
It was the same in the original game aswell.
This is what I mean when I say things were done half-♥♥♥♥♥♥ in the original game...
I don't see how that is NDS's fault. WMG is known for being greedy and demanding loads of money for things, or just outright going: "Nah." Let's remember that NDS is not a well-funded dev who has the backing of a major megacorp publisher that has money to throw around. They aren't going to spend that money because it wouldn't even out for them. Then again, Blizzard had to change the R&RR games and remove even their 16-bit cover of "Paranoid" in the remasters because the OG song is owned by Ozzy and the band who no doubt either wanted more than what blizzard was offering (which they could afford, but it's Blizzard), or just didn't want to allow it. In that sense, Blizzard could've still done it because in the 16-bit version, it's not the actual song (not even any lyrics in any of the OST) and would not have violated an copyright laws. but some battles just aren't worth fighting because it would equate to a Pyrrhic victory. Yeah, they would win, but they would've spent more money legally than what would sell.
Sometimes, you just have to work with what you have. Also, I'm sure someone will work mods in.

The actual game didn't.
It was published by actual Universal back in 2002.
Like I wrote, it was probably a legal issue. Things shift quickly in media. We don't know what actually happened. Maybe they intended to implement it, but there could have been a dispute with Universal, or with John himself(yea he gave his blessing and is in the game, but that doesn't equate to giving permission on anything legally). We can't be sure as there has not been a clear understanding of who actually own the full rights to the series. As for the implementation of Saliva, UMG owns the rights. Another notoriously greedy media group. Granted I'm sure there would be some overlap between the two, but a lot of times, game and media companies will fight over costs. Nothing short of asking someone from NDS directly, this is all just speculation and supposition on my part.
Then make the mod yourself.
What he's getting at is that you're asking a modder to do something illegal.
