I don't recall the exact origins of the phrase (I know it's a Japanese thing, but I don't know what words), but "KY" basically means "read the room" or "go with the flow".
Example scenario: At a party, the host tells a joke to a group of people, but everyone except one person laughs, so things get awkward. The person who didn't laugh might be told "KY", or "read the room".
To phrase the question another way: "Who is more likely to act as others are acting?"
