if so there was a similar problem that happened to someone who plays Red Orchestra 2.
this is what they did to get the game to work.
1. installed game.
2. cut and paste the startup exe file (in your case for fm2015) to the desktop.
3. verified the files using steam
4. steam then replaced the missing file into game directory.
5. run game as normal and it worked for them.
6. delete old fm2015.exe that you pasted to the desktop once game is working.
try doing that to FM2015 and see if it works, if it doesn't then the problem is with windows 10 as not all games are supported, above was a workaround 1 guy found to work with Red Orchestra 2 which also wouldn't work with windows 10 but after he did the above he can play it no worries.
apart from that don't know what else to try. Hope it works :)
Check your sound card drivers are up to date and video drivers etc.... another person found that his Audigy soyund card had to be rolled back to the drivers before windows10 you could try that (hope i got the sound card name right).
yes "new" computers normally the drivers need updating most times. Just because of how long it has been on display.
edit: really though you are much better getting a machine built to your needs then buying a stock off the shelf model of which most are not that good.
I build my own but even if your not comfortable building a PC you can still get a custom shop to make one to your needs it will be much better than whatever you can buy off the shelf as they are only stock standard models unless buying from a custom shop, gaming machines are the way to go as the latest badass machines are built with all the best and biggest parts than your stock standard rubbish.
