Lower the amount of extra work he has to do or the training intensity. You can that at the player screen -> development -> training.

Make their individual training lighter, if that doesn't work then they just lazy and probably not right for your training and philosophies (IMO Lol)

1/ Go into your player's profile.
2/ Hover your mouse (pointer obviously, haha) over the development tab and a drop down menu will appear, select training.
3/ To the left there is an individual training box, inside there are a few things to consider. You will see the overall 'Workload', expressed as light, medium and heavy considering what the player is learning.
There is focus (what you want him to focus on in training), Focus intensity (how intense the training is, how much time he dedicates to this training) it can be set to light, medium or heavy.
There is positional training, if the player is learning a new position, then their workload will become higher.
There is also a learn prefered move box, where you can get them to learn a new prefered move/or get rid of one, this will also raise the overall workload.

You may consider the team training as well and if they need resting before and/or after a match.

Personally these are my settings and how I train.
Team training set to low, rest after the game and scheduling the match preperation to one day (match day, it deosn't effect development and only gives a very minor boost on match day).
Individual focus intensity I set to high. I first get the players most important stats to at least a moderate value/or where I am happy by focussing on an attribute, then usually set the focus onto individual role training. One thing to consider is that Quickness, Agility and Balance are a lot more harder to train after they have gone beyond their teen years, so focus on them first.
If they keep complaining it probably means they have low stamina and/or have a bad personality and should be tutored by a player with a better personality. If they keep complaining but still develop, I don't worry about it. But if they complain and don't develop, I get rid of them, even if they have a high potential, because they will never reach it.

Hope my wall of text helps.
