Court Presence Power

Literally, how do you upgrade court presence power to add new positions for your faction?

I'm possibly blind but I can't even see a reference to it anywhere.

Once you are Pharaoh/High King/Wanax(?) and you have at least 150(?) legitimacy, you get to choose one to five special crown powers in the "Power of the Crown" tab (see top of screen, the sun symbol). These abilities can go up to four tiers and every new tier adds one claimable court position in the case of the Court Presence power.

Cool, cheers. I thought it might have something to do with legitimacy but I couldn't see anything regarding court presence power.

Is there a trick to unlock the positions. I have upgraded power of the crown, should be able to fill out 3/5 positions, but it's still only allowing me to fill one and the tool tip says to upgrade the power of the crown power

The only trick I think about is editing campaign options before starting a new game to allow you to use all crown powers regardless culture.

for me as a Pharaoh two additional positions are fully enough: High Commander and Vice-Roy of Kush

I now have court presence 4, says I should be able to do 5 positions. Still only able to do 1 position and the tooltip says I need to upgrade the power, which I can't. it's fully upgraded. What is going on?
