You know where the force annexation button is? Some of the royal powers are a bit unintuitive until one gets familiar where they are.
Yep, you've got it. Not resetting? Not had this myself..... the annex is of correct size? Presumably you have a tier 4 one you can annex 3 regions etc etc?
Sorry, one other thing, when you say not there do you mean button greyed out or no button at all?

I think its yet another bug
My guess is that the original factions somehow got a couple of glitches with royal powers when stuff was added for the new ones.
So, would be curious what faction your were playing, as that might be part of it.
There is a King power that allows you to forcibly eat up small factions between 1-3 regions in size every 10-15 turns depending on power strength.
You have to become a king of one of the 4 courts to exercise a number of special powers this is one of them.
