Check your settings in game and on your comp.

Before entering game go to STEAM settings press voice. Press Test Microphone. Listen to see if you can hear your voice at all, or if it is that chipmunk sound. If you can't hear your voice stop TEST MICROPHONE, than press Test Microphone again than speak again. You should be able to hear your normal voice second time. Than enter game when in server go to game settings turn your mic up to about 80 than people should hear you just fine.
