Sorry to hear that. There seems to be about five totally unrelated fixes to this issue, so keep after it, as much of a pain in the butt as it may be.
you're just deleting cache, you can't play cuz the servers are all down.
Yeah, that's obviously front and center and has to be resolved first, so that you can then get back to your regularly scheduled pain in the ass that you're having to deal with. Ugh!

~How to fix the launch pad issue with H1Z1 with step by step Proxy Server Fix~~
~Part #1~
*Step #1: Go to you start menu, and search for regedit.exe.
*Step #2: Click on the HKEY_CURRENT_USER drop down list.
(It will look like a little folder type thing in your regedit.exe menu.)
*Step #3: Next, click on the "Software" drop down list.
*Step #4: Then, click on the "Microsoft" drop down list.
*Step #5: After that, click on the "Windows" drop down list.
*Step #6: Once you've done that, click on the "Current Version" drop down list.
*Step #7: Following that step, click on the "Internet Settings" folder.

(Now that you are in the Internet Settings Menu, STAY THERE! The next part will be all inside of this folder.)
~Part #2~
*Step #1: First, double-click on the "ProxyEnable" folder.
~~You will now be in a small pop-up menu for the ProxyEnable folder.~~
*Step #2: Look for the heading in the bottom left of this menu that says: "Value data." It should be highlighted, but if not, you are fine. Just select the text box, and delete any numbers or characters that are in the text box. Type in only the number "0." Nothing else should be in the text box.
*Step #3: Press "OK," when the text box has the "Value data" set to "0."
*Step #4: (Still inside of the "Internet Settings" folder) Next, look for the next folder that says "ProxyHttp1.1." Double-click to open this folder.
*Step #5: (This folder looks very similar to the previous folder that you were in!) Look for the same text box, "Value data," and, as in the previous step, select that text box. It should be highlighted, but if not, you are fine also. Just select the text box, and delete any numbers or characters that are in the text box. Type in only the number "0." Nothing else should be in the text box.
*Step #6: Press "OK," when the text box has the "Value data" set to "0."
*Step #7: Go to your H1Z1 launch pad, or your H1Z1 desktop shortcut, and run it by double clicking it. It may take a couple of seconds to log in, but it will log it you in if you did every in depth step I told you to do.
~~ If this post was of any help to you, I am happy! I was in the same boat as you. I had just spent $1000 on a brand new computer for the sole reason to play this game. It is a CyberPowerPC, with 16GB of ram, an i7-Core (3.6Hz) processor. The graphics card is NVIDIA GTX 960. The first day the computer came, I got everything up and running, monitor, mouse, keyboard, Windows 8 Key. It was all going well. I waited for the game to download, which took 6 hours, and boom. I was hit by a brick of Shnit, and my game loading screen, or Launch Pad, wouldn't load. It said it was unable to connect to network, to check network connections or to try again later. I tried to open up a ticket with Steam, but because it is an early access game, they wouldn't offer me any help. I looked around on the internet for about 2 weeks, tried every router, broadband, cache, compatibility check, YOU NAME IT. It didn't work. Until I found this video tucked away like the little poop it was.
