Bang Shishigami Story Mode Not Going Beyond 90%...?
I'm sure there's a rather obvious thing I'm totally not even thinking I can do, but it would seem I need another's help to reveal the nature of such a thing.

This is the first time anything like this has ever happened, but it seems that no matter what I do in Bang's stories, it refuses to go past 90%. I've not found anything about the events of other stories affecting other characters' percentiles, as all of the previous allowed me to get "Complete", but before anyone says anything, I have tried:

1. Going through every story route shown on every guide I've found (First option, first option, Normal Win against every opponent | Second option, Normal Win against opponent | First option, second option)...three times

2. Listening to every line of dialogue...twice. Once on the initial playthrough, then again on the third (Yes, including the - in my opinion - far too lengthy, not even slightly amusing "Gag Reel"

3. Losing to every character, in spite of Kokonoe's assurance it was not needed to 100%

4. Saving at every opportunity given.

There are no other paths to choose from, and none of the story route guides say you need to win any match with a Distortion/Astral Finish, so what am I not doing?

Edit:

I forgot to mention above, but I also verified the cache to find out all files were, indeed, present.

In addition, I have found absolutely 0 info of this online, without anybody making so much as an allusion that could signal this, or something similar happened to them. Thus, if the most probable case of it being a glitch is true, then it's an incredibly rare one.

I'm not 100% sure, but it might be a bug similar to one preventing Relius Clover's story progress to be complete. If that's it, there's not much you can do aside from trying to make a fresh new game (which I agree is not a good thing and a pain in the neck).

Is there any reason, achievement, or otherwise to 100% every character, or is this just an annoying, but otherwise harmless bug?

I forgot to mention in the opening post, and should probably edit in that I also verified the cache, and was completely unable to find even so much as an allusion of this happening to someone else online, so if it is - which is quite likely - a glitch, then it's an incredibly rare one.

I don't think it should pose any problem down the line (going by the game's achievements only the True End counts). Unless you're really missing something like Distortion or Astral Finishes, which are apparently required for at least Tsubaki and even though guides don't mention them for Bang, it's most likely a bug.

I just went through again and got Distortion Finishes on every battle within to no avail, or even slight change.

I have no idea why Google didn't link to this, but there are tonnes of comments on the Steam guide I'm using to get all endings (much to Kokonoe's ire X3) saying things such as "I got all 4 of Lambda 11's story endings, and it's still not saying "complete"", and "I beat all of Hazama's paths, but it's only saying 91%.

Thus, I'm reasonably confident that your answer of it being a bug is correct. However, seeing as how the save file is not at all editable with standard characters and recognisable patterns, and there's apparently nothing to be had for getting "Complete" everywhere I don't see the need to start a new save after 61 hours in this current one.

Since I just got "Complete" for Carl, as well, I can safely say that everything done henceforth only has a chance of the bug manifesting, rather than it being a guarantee.

Nonetheless, thank you dearly for all the insight and help with this, hopefully Chronophantasma Extend doesn't have the same issue.

Chronophantasma doesn't have that issue, it has a much more linear story structure divided as chapters. Same for Centralfiction, but even more linear.
