Eh. It's possible, but Windows 10 prefers to use .NET 4.6 and DirectX12 for efficiency reasons, it seems like Windows 10 is just less compatible with 32-bit processes running older DirectX drivers.
Fair point, if it was a DirectX problem then the game would probably crash without ever showing a single pixel of the main menu screen. It just seems odd since the only things that are significantly different between Windows 7,8 and Windows 10 is the advanced .NET framework, the DirectX. Could it be something as simple as the game being unable to apply an appropriate display resolution and then crashing?
This may not be an issue with an older game like XWING95 since those don't usually run in a fullscreen mode. In any event it's hard to even test this theory since I can't figure out where Hegemonia stores the graphics configuration settings.

I'm curious if someone running this from steam could verify the windows event log, and see if something simular is showing.
For 8.99 I'd buy the duo pack, if I could get it to work on windows (I hate older games, and want you to buy new ones) 10.
If you do find something else, please post it, I'd be happy to take a crack at it.

This is either a permission, or compatibility issue, and I'm running as admin, and have tried each option of OS compatability available.
Appears it is time to setup a dual boot OS.
Weird others had it working in windows 8.
Yeah, that ended up being my decision as well, I can only vouch functionality on Windows 7. I can confirm that none of the compatability options work for Windows 10 (also running admin).
