Putt Putt's voice changes from Enters The Race onwards because the original voice actor was played by child actor and his voice had well and truly broke by the time Enters the Race entered Production. So they had to recast and getting Nancy Cartwright instead of another child actor probably made sense so the production team. You're always on a time limit with male child actors before their voices break.

Cartwright made Putt-Putt sound more like a grown woman than a young boy. In fact, when I was younger, I used to think Putt-Putt actually WAS a girl!
