Getting this Putt Putt Moon game to work properly

I purchased Putt Putt Goes to the Moon from Steam and it is unusable. The graphics display as huge pixels and is definitely not working properly. Steam can't sell this if this is how it works. I tried all different display resolutions and settings. I tried it in a window. In order for the graphics to look OK, the window must be tiny. I have a modern Intel based Windows PC running Windows 10 and a good graphics card.

In comparison, I have an old CD-based Putt Putt Saves the Zoo (not Steam) and it works just fine. The graphics are good and the game only recommends I use 256 colors.

Any advice on this? What can I do? Is it just this game or are all the Humongous games like this on Steam?

can you be a bit more specific about what your problem is? this is an older game and has fairly low resolution visuals. if you're wanting to put a filter on them or something you can do that through ScummVM's menus
