That's true. If you're looking for the debug tools, though--namely, the room select, inventory editor and the path select--you have to use the room command with the above mentioned CTRL+D console.
First, allow the game to progress past the "It's a Junior Adventure!" screen. This allows the world to get an initial state and may prevent crashing later on as well as allow you to return to the game after using the debug tools. Next, type in "room x", without quotes, where x is the id of the room you want to go to. The IDs for the debug tools are as follows:
43 - Map Select
44 - Inventory Editor
45 - Path Select
When using any of the three debug tools, simply click on the arrow to return to the game. You can open them at any point during play by following the steps mentioned above.
