How to gain more clout?

I noticed that I was able to gain clout by being able to fight off stronger enemies from time to time but it's risky and the reward is underwhelming.

Any tips?

Bounty hunting gives you 50 clout per criminal brought in, on top of the scrap payment and a minor relations bump.

You also gain clout each week based on the prosperity of the town(s) you control. It's a trickle at first, but it does add up.

If you can manage to get enough reputation to join a faction (75 reputation), Taranis and Metropol both give you extra clout per week based on the number of cities they control.

Syndicate also has a mechanic to give you some extra clout when delivering a contract to their cities, but I haven't joined them yet and do not know if the bonus is worth it.
