how do I get books to level on characters?

Look for factories and other raid-able sites that have books listed. You can often find them while searching there. Be ready for a brawl, but books are worth fighting for.

Buying them, finiding them the way Steelfleece said but you can also craft them with scrap paper!

You can craft cores. Other than that, they're sometimes a quest reward, or can be found on some of the mystery locations on the map. They'll look like the usual supply caches and stuff but mousing over them will show 'Ancient Core'

Books are sold in every major city. Make sure to look at all items in store, not just scare or abundant. Their are pretty cheap even when bying over the market price.
