Prosperity over 18? Mole?

I caught up with the discussions here, and you've all provided good info, but I am hoping for some insight on a couple of lingering issues:

1) I can't finish the Mole quest. I've talked to the Chef in SM City, who apparently did not tell me enough to separate the Librarian from the Pawnbroker, even though the achievement list spoils this quest. The trail has gone cold and I can't seem to talk the truth out of the two suspects, and the Mayor isn't helping. Trying to accuse someone lowers my Speech stat. Might I get a clue as to what I am missing?

2) Am I missing the way to get an owned city above Prosperity 18 ? The build list does not show that building up anything will further move my Prosperity past 18, but I do still have my Apartment as Run Down. Will upgrading it boost my Prosperity, even though the Buidlings screen show no options at all left for increasing Prosperity?

one of the 4 people in tanaris that tha major gave you for the quest should have another hint as who the mole is.

my building screen says upgrading appartments from 1 to 2 would increase prosperity by 2 (from 3 to 5) for the appartements... o.O
