Then drag them around a trade circuit. Even with kind of suck skills, a few levels is all that is needed to hit 2x production skill level for most people.
Note: A LOT of the no faction people hanging in bars have fairly good, if not at least decent, skill levels in farming/husbandry. There are a lot of ranchers/farmers hanging out in bars ;)
edit: And even better, since they aren't going to be on your 'crew', you don't give a damn about the traits, so hire anyone that has the skills you need!
The production positions that need speech are harder to fill. Easiest way is to save scum a labor market hire with a decent starting speech, then level the worker up a few levels per madpraxis' trade circuit above and it should be good enough.
Lastly, remember that once you have the extra resources, you can craft hats and clothing that increase the worker's relevant skill level quite a bit.
I thought/hoped they get some xp on the job and wondered where to find better hires. I seem to have been unlucky when hiring, never seen a farmer with more than 10 at farming. (from the bar, not the people hanging around)
Oh...wait...no faction ;)
Craft gear for them, it will add bonus to skills that they will need.
