Cant get any more regular/town Letter of Safe Conduct

I've gotten a regular town Letter of Safe Conduct for Vane Hoz. A little bit later on I saw that there was a Great letter of safe conduct available in another town, so I bought that.

After that I went on with the rank up quests and got stuck at the Captain quest.

The problem is that only Greater letter ever spawns or is available for purchase. I now have 5 greater letters, and no luck getting any further down the mission chain.

Please advice what to do...

Ehm... After playing for _hours on_, the season changed, suddenly I could buy regular letters again (Tho I first gave my greater letters to my sea bearing captain accomplice).
