the mermaid song Council quest help

Council quest says 'Go from Narhiam to siltarra on substitute ship" i have taken a ship but nothing has come up to further quest? am i beeing stupid?

You will need to have your own ship, or a partner who owns a ship. If the latter, they must be in Narhaym with you when you try to travel via ship to Siltarra. Just figured this out myself...

I once had this quest but then failed it. But sometimes it keeps asking me to sail from nirhiam to siltarra on a substitute ship. That works but I get that message in a loop.
