Have you tried the setup with other games with integrated Steam voice chat, such as L4D?
I also thought about Skype conflicting with things, so I tried shutting it down completely, but to no avail.
I'll try to find other games in my library that have a voice chat function and will then let you know about it soon. Thanks for looking into it!
tl;dr it does seem to be a Steam problem. I never cared much for online voice chat while playing games except for White Noise Online, which is a bummer, as it seems I'll have to buy a non-bluetooth headset if I wish others to hear me cry like a baby while playing the game.

i was gettin real sick of the bluetooth audio (headset not headphone) cutting off every time i entered a game in tf2.
the simplest fix is to turn your headset off then on and wait for pair, then it'll work, but more out of sync/laggy than before.
the ♥♥♥♥♥♥ fix is to use the "headphone" setting, i.e. selecting that as audio device - it won't cut off, but the sound is ♥♥♥♥♥♥♥ awful, like a string yoghurt telephone.
unusually today i thought outside the box - buy and use an inexpensive bluetooth audio transmitter. instead of using your computer's internal bluetooth, you buy this device that plugs into your green 3.5mm analog audio port, then sends that audio via bluetooth which you pair to your headset. you don't get microphone, you have no hardware control buttons, but you get one solid ♥♥♥♥♥♥♥ audio stream delivered to your headset that doesn't brick every time you enter a game. cons: you have to charge the transmitter.
