It's the outside wall of the attackers spawn in the future city payload map.

You have to be in Shin Shibuya (Tokyo 2099), not Spider Island. Walk outside and then turn around and spray the wall to the left of the exit with the white Spider-Man 2099 on it and a red car in front.
