As for leaving a server open to the public. I wouldn't recommend it. At least not in a game like this. You can edit a bunch of stuff to limit what people can and can't do, but I am not sure if that is dictated by a group-type thing or on a per-player basis.
Edit: Upon reading the configs, it is per-player. So everyone has build/deconstruct and storage permissions by default and they must be revoked on an individual basis.
I think 8 players is the cap for co-op, so I am assuming clans/teams aren't a thing. Everyone is part of the same party.
