Steel weapons recipes not opening

We started up the elf forge but only end up with steel hammer and pick axe but cant make sword or ax is there something we are missing?

You need to find and repair statues to unlock the other weapons.

This. It took us a while to figure out too, but essentially when you start repairing the dwarf statues, you'll unlock recipes for armor and weapons you didn't have before.

We are already to the mines of moria or at least just started in there past the elven quarter and still have not repaired a statue that gives us steel weapons. Are those statues well past the western halls and great elven forge?

The statues in the mines give you the steel recipes.

There should be several statues in the elven quarters themselves.
Basically every colored area has a set of statues that unlock certain blueprints.
Once you receive iron ore and coal for repairing them, you have all the unlocks.
